No they are not. Developing countries are.
If you add up the US, EU, Japan, Canada, Russia, and Australia, this accounts for less than 25% of the world's population and over 50% of its pollution.
China and the US account for almost 50% of carbon emissions on their own. You can quibble over whether this is a significant factor in climate change, whether it is mitigated by other factors, and so on, but it's pretty much a standard idiotic statement that somehow "developing" countries are responsible. We may have stronger pollution controls and regulations in the developed world, but that does not mean that we do not create pollution or have high-energy based economies.
What "climate change"? If you are talking about the four seasons that has been in place since time began – no. If you are talking about the periodical ice ages and subsequent thaws – that started long before mankind inhabited this planet. If you are talking about Al Gore's folly – then if you believe that lie you are no better than that con man and his cronies – gullible is as gullible does.
