Considering that if an entrepreneur is "born", then by definition they are made, presumably through a genetic or other familial inheritance, I'm not sure what this question is asking.
Basically: the answer, I suppose, is "made". Genetic materialism only goes so far. An entrepreneur born in North Korea, Cuba, or even in the US might not be able to take full advantage of their ideas or crafts and thus what is also needed is a system surrounding them that supports their ability.
