I think so, only if you pulled the guy over of course. Not cops pulling over people doing random tests. That would be one big mess.

All a checkpoint with random screening does is shift the problem somewhere else at the taxpayers expense. Waste of energy and money. Completely random tests especially.
Probable cause should be needed.
