I can see why it is effective. Schools teach differently, and one test can better judge who's a good candidate.

Effective at what?
For lower level education ( primary and secondary schools ) I think you need to start with a standardized core education. There is a 12 or 13 volume series of books titled "What Your _ Grader needs to Know". In that series, the author recommends that all students in the country be taught the same "Core" knowledge in order to equip all students with similar skills and knowledge of the common heritage of the nation. For a mixed society like the US this mean learning some of the history and mythos of the source societies. The core knowledge makes up about 70% of the curriculum with other information being more regional and locale specific. I think its a good idea and I think with a more consistent educational background, standardized test might be more useful.
