Evolution automatically disproves tabula rasa (The idea of a blank slate). Therefor the answer to this question can be, "Yes, partially," but is mostly definitely not, "Yes, completely."
When we finally figure out what our DNA really is and what it does as far as who we are individually, then we will know the answer to that question and not one moment before.
