Although I hate smoking, people should still do whatever they want.
In my state we have a ban on smoking in public indoor places such as bars and restaurants and I am fine with that, but to prohibit smoking everywhere is an unenforceable law and that is ridiculous to make such a law.
It is a matter of personal choice whether one wants to smoke or not, and that personal choice should not be infringed upon. However, the rest of us should not be forced to endure that smoke if it is not our choice to smoke.

Yea, but even being outside by someone who's smoking puts you at risk.

If you believe that breathing the air around you will put you at risk . . . then stop breathing the air around you and see how much risk you get away from. :p
At risk of what? Annoyance? Personal inconvenience?
It's bad enough that they succeeded in passing public enforceable bans in restaurants and bars (and I don't smoke and never have). Leave it up to the businesses and their patrons.
