I don't believe so. No one has the right to tell people what to do when it comes to relationships.
A government's right to ban gay marriage is about equal to its citizens' right to ignore that ban / overthrow that government.
Governments will do whatever governments want to do . . . that is until that governments citizens revolt or that government is overthrown by another countries government.

The federal government does not have the right to ban gay marriage. There is nothing in the Constitution that gives them that responsibility.
If a state wants to ban gay marriage, that is a different story.
Personally, I believe that marriage is defined as the union of a MAN and WOMAN to become HUSBAND and WIFE. Now if the states want to allow civil unions for partners of the same sex, so be it. Doesn't bother me.
