Yea, I believe that since it is a new political system, they are going to have people like Putin in office for many years to come. The reason why the United States and England have evolved over the years is simply because of time. That system needs a lot of development.
Russia has had a very different history, different political system in the beginning, different everything.
The Russian people are a world of difference from the "Western world", not only in life, political, and other types of experiances – They are a hard people who have succeeded in surviving in a very harsh environment. As a result, their political leaders have no choice but to be as hard as the people they govern.
Even though they strive for a western type of existence, they will have the hard leadership of the Soviet era around for quite a while – and that is by their choice. Don't put them down for that.
That is just my not-so-humble opinion.
There's also insulation to provide time for institutions like rule of law to develop. The US has been attacked by a foreign power 2 times in its entire history (the Revolution and Pearl Harbor. I suppose you could include the War of 1812, but we started that one, and don't give me the "Maine"), plus 9-11 and various freelancing attacks like the Barbary Pirates. Russia was attacked twice in 25 years and suffered millions of casualties (not that many were not also self-inflicted during that time). We have a bit less acquaintance with privation as a national pastime during an prolonged and organized period of wartime.
That sort of strength to create protection against "THEM" can easily become appreciated for all the wrong reasons and traded off from protection against each other. That sort of mutual trust in both each other as strangers or the institutions of government and the market takes a lot of practice to overcome a people's histories.
I have a friend who recently immigrated from Russia. Basically it's all racially tinged nationalism as far as I can tell from him. It's fascism all over again not socialism, though the two do have some similarities (It can be tough to tell one form of identity based collectivism from another some times.)

Pretty much, does communism still exist in Russia unofficially and in secret.
Russia is still a threat and Putin is the dictator.

I don't think that Russia ever fully abandoned communism. However, in today's world, China is calling the shots.
