That is up to international law, not U.S. law. Interpol and Europol both have specialized units that handle international copyrights violations. Our own FBI just needs to work with them is all.
Increase tariffs on who? Most IP violations are caused not by countries, but by individuals. Including individuals in the US. Do we put a tariff on ourselves then?
