Is he running for 4 terms, presiding over a global war against large aggressive foreign enemies, and generally doing ineffectual things regarding the economy?
I guess parts of those things are true. Does that make him FDR? No.
FDR was (much) worse on the economy and better (after this Libya bit especially) on foreign policy.
