No, deaf people consider it more of a culturally identity, for those that are born that way at least.

from your comments it seems to me that none of you have ever been in close contact with a deaf person for any amount of time. To someone who was born deaf or lost their hearing before they knew what it is to hear no it is not a disability except when it comes to interacting with the hearing and then in their mind it is we who are able to hear that have the disability. as for someone who looses their hearing later in life (in their teens and upward) that becomes a defining disability because when you loose something like your hearing the silence becomes deafening… it begins to be a hole in their lives. It is not surprising that many people who loose their hearing have trouble coping with it. If it is a gradual loss it will tend to be easier to handle. You have time to come to terms with it and have time to learn how to cope without it. But for those that loose their hearing suddenly, it is a different matter, many feel the loss as a physical pain and a majority become depressed and or suicidal and unsurprisingly a very small percentage of those people end up living for very long afterwords.
Yes Beethoven was clinically deaf but no it was not total deafness. if you listen to the strength of sound required from every line and every note in those lines he was able to 'hear' the music through the vibrations it made. now if he had been born today he would have been writing music for bands such as Metalica, Kiss. and many other rock bands. and he would have had the ability to write many more songs.
So in short it all depends on what side of sound you stand as to weather or not it is a disability.
