Having lots of branches does not make something an oligopoly.

The answer is no. But not by very much. Banking is in the US, as a result of bailouts of large banks instead of many smaller ones, actually pretty well consolidated into a few large players who have a large amount of influence on banking policy (and monetary policy). And Chase is one of them. But I think we're still exaggerating to call it a oligopoly because there are still many other options (credit unions and local banks for example).
