The system of executing justice is intended to be, yes.
The system of what it is used for is not, and is often quite a bit of a "thumb on the scales" methodology. The crucial question of "justice" is not merely the impartiality of the system but also in what way it is really used for it is used by men who are prone to partiality and prejudices.
In other words it is a system invented by humans, run by humans, and as we all know we humans are not and never have been perfect.
As I said, Justice is blind as a bat.
Bats are not blind.
