In order for society to be safe, juveniles should be behind bars, and not in our streets. Also, there needs to be deterrents such as punishment to stop any more criminals from committing crimes. These kids all learn their habits at a very young age. If you grew up robbing grocery stores, when you get older, your going to move on to bigger and better things. I have seen more in my career than most folks, and I know for a fact that a good portion of these "kids" know exactly what they were doing. They grow up at a very young age on the big city streets!
