Yes. Texting is worse than calling, because at least with calling, you're just placing the phone by your ear. With texting, you have to concentrate on typing letters.

No. Not easily enforceable. Inspires some backlash from the citizenry at the cost of increasing the volume of work for police. Everybody is for this law except when they are the one doing the texting. Seems kind of inappropriate to establish a mandate for it as a result.
Social condemnation and publicity campaigns have worked more effectively to reduce drunk driving rates than things like dui checkpoints and other intrusive monitoring methods created by legal structure. I think it'd be better to do the same here.

What's the point. The police don't enforce half of the driving laws we have now, they wouldn't bother enforcing this one either.
If it saves lives, then yes.
Corner solution. If it saves lives at the cost of significant economic price (for example the cost of strictly enforcing the ban), then it's probably not worth it.
There are much cheaper ways to save lives than to use police to pester people.
