I think so. Making it not free is so unethical. What if there are really bad accidents you encounter in daily life? Your telling me that guy who's doing the right thing is being charged each time he picks up the phone?

In New York City, it costs $1.50 per 9-1-1 call.
Exactly. It costs you, but it goes on credit and everybody's pre-approved. So it's sort of like the emergency room. Everyone is billed, but they won't turn you away, even if you can't pay, and everyone else is going to have to absorb the cost. The difference of course being a factor of potentially thousands on the bill and that people can call 911 to report a fire or something like that, so the benefits aren't necessarily limited to the one calling.
To put it bluntly, people need to be able to call 911 without worrying about inserting some coins first or whatever, otherwise government has failed at doing its most basic and primary role (which is keeping the peace). If calling 911 even becomes prohibitively costly, then you'll likely see me go full on anarchist in my views, because it will mean that government can literally do nothing well.
And THAT is exactly why I live in Arizona!
If NYC citizens want to be taken for schmucks, then that is YOUR fault!
Well, we all pay for 911 in the monthly surcharges we are charged for our landlines and our cellphones. Nothing comes free… Even in Arizona…
I was looking at this in a completely different direction than monetary cost. And so for once I will not take this seriously.

The statements above imply that in NYC each individual is charged an extra $1.50 each time that individual makes a 9-1-1 call that is above and beyond that surcharge tax on our phone bills.
That is NOT the case here in Arizona!
