I think it should, but it will take many years. If you ban it immediately and have everyone go cold-turkey, you can expect that organized crime organizations are going to feed off of this, just like Capone did when they banned alcohol.
What we have to do is slowly reduce the quota of cigarettes and heavily push anti-cigarette advertisements and the patches and all of that. The number of smokers will lower each year, then you can ban it.

Other way around, we should relax our stance on recreational drugs to allow the law and society to have better control on them by forcing them out of the shadows.
