It is my not-so-humble opinion that all dictators should be executed.
Just thought I would let you know that.
Now, the question should be; Is Hosni Mubarak a dictator?
Only the Egyptians can answer that question.
Do you think the people should do anything about him supposedly being the richest person in the world? How can one accumulate such wealth in a nation like that?
The United States, starting with the Carter administration, has been giving the government of Egypt over 1.5 Billion dollars annually.

But why would the United States just give money like that to them?
The aid actually goes to the Egyptian military for the most part, primarily so they'll accede to pro-Israeli policies that the population of Egypt for the most part does not favor. For instance the blockade of Gaza, which must be enforced by Egypt as well as Israel because Gaza shares a land border with Egypt.
It's bribe money essentially. But it's not how Mubarak gets rich (that money started when Sadat was alive). So that doesn't answer your original questions.
(and for that I'd say, no, nobody should care that he's rich simply because he's rich, though he's not the richest person in the world. And it's pretty easy to accumulate wealth as a dictatorial leader. You would get kickbacks and bribes for everything that goes on, distribute favors to people who will give you a share of their successes, etc).
I think he should stand down. The residents of egypt hate him. Its like a teacher with students that dont like something, usually if the students dont like what the teacher has given them, the teacher will do something about it.
