No, it's safer to jay-walk than to follow the rules these days.

No because that takes away a person's freedom to walk where they want to.

Why should it even be illegal? I mean it's already illegal, and almost no one follows it and even fewer people enforce it.. So why not just get rid of it, if you get hit running across a busy street, that's your faut.
