Yes, I believe they should. This gives internal employees the opportunity to first get a chance to obtain the job.
Since I am retired, I really don't care.
However, most law enforcement agencies promote from within. Except for the chief who usually comes from another agency, or the sheriff who usually is an elected official. So I never really worried about it.
Internal employees can already apply within and have their own advantages at obtaining new positions within the same company already (from known abilities or known agents within the company). Why would they need more advantages over new personnel?
