Read Jared's comment. It is that very attitude that would negate any "pay-per-ticket" option to traffic officers. I have lived through the so-called "Quota's" accusations. That idea is nothing but pure hollywood movie myth!
Those of us who stand in between the law abiding citizen and the dregs of the earth get reamed each and every day for doing our best to keep you from injuring (or killing) yourselves or others from driving drunk, speeding, or just being plain reckless with your two to three ton playtoys.
But just remember this; Who do you know that would put their lives on the line for total strangers each and every day without fail and without question?
Cops are a different breed of people.

The problem comes in where you have a few really terrible cops who absolutely will take advantage of this system. I agree that the cops are great to have in a life threatening situation, but they are also paid very handsomely for their protection. Cops on Long Island make over $100,000 right out of the academy. The point is that there are a few bad cops that aren't above taking a bribe, or pushing a few tickets off falsely if it will get them an extra $20 in their patycheck. Not all, not most, but some, and definitely.
Yea, but you also have those cops who have to reach their quota for tickets so they fine innocent people for talking on the cellphone when they really weren't, like my mother. Also, you have those kind of people who become cops just to boss people around, like, for instance, my fraternity brothers. They are used to bossing people around and I'm terrified for the American people to see them in a uniform.
Cops on Long Island do not make over 100k. I'm in New York City and I can tell you that for sure. I know cops, and they can barely pay the bills. As a matter of fact, they put a hold on the academies so they are downsizing and cutting salaries.

Hey I know cops too buddy, one of my close friends on LI is a Suffolk cop, they make way more than a city officer. The fact that they put a hiring freeze is immaterial to him already being a cop. There was no salary cut in Nassau or Suffolk county.
Where do you know for a fact that the cops have quotas to fiil? Most agency are so understaffed and way underpaid there is no time nor personell to set a quota for. Show me where there is a rule at any agency that the officers have to fill a quota. If your mother feels she was improperly cited then she should not pay the ticket and request a hearing.
