No, because when they do have military experience they think military action is the answer to everything.
That should not be a qualifying requirement although the individual voter might take something like that into consideration, just as much as a candidates education or level of integrity, honesty and actual life experience.
Eisenhower? Jackson? Grant? Washington? Kennedy? What wars did they start? You can make a case for both Roosevelts, Bush 1, and Truman here, but overall previous military experience does not correlate with military belligerence in diplomacy.
Meanwhile, Woodrow Wilson didn't have any relevant military experience. Neither did W, or for that matter Obama (see: Afghanistan and Libya).
This theory does not hold up to any level of scrutiny.
