So don't complain to me about "winter environment" . . . :p
Schools and businesses should determine for themselves whether or not it is safe or profitable to be open under adverse weather.
The only reason the government should be involved in these decisions is if the weather is so extreme that the city's services are "required" to maintain functional emergency services. I am skeptical that we actually need the city to run plows and clear off the roads and sidewalks however, as examples.
The city can't keep track of everywhere it snows, and how are they planning to automatically tell every business to make sure that it doesn't open due to a snow day, then, how are all members, pupils and staff meant to find out afterwards, all businesses should decide for themselves, and people live in different places, such as, if they live in the countryside where it hasn't snowed as much yet, how are they going to know if others aren't going into work, and how far they can get to it unless they find out from someone else. Therefore, people should decide for themselves what they should do with their business, as weather is changing contantly everywhere.
