I think he has the right idea by taking it in increments, as well as not allowing drilling to take place in Bristol Bay.
He is talking about exploration, not drilling. There is a big difference.
Why would it be necessary to have government policies actually drilling for oil? I'm pretty sure we (should) leave that to private companies. Heavily subsidized, but it's still private industry.
