Anyone that is a citizen of this country.
Any legal citizen who has not lost their privilege of voting by breaking the laws of the country they want to vote in.
Just those who are educated, at least with a high school diploma.
I have an idea. It is, perhaps, not feasible, but that's OK. It sounds like a good idea to me.
Institute a test. This test would have basic facts about the US Constitution and the candidates for the election- both national and local (local as in Senators, etc.). This would, of course, have to be a concerted effort from all levels of the government. All who can pass this test, regardless of age, will be able to vote.
My reasoning behind this is that those who want to vote are going to pay attention to the national and local political debate. Those who know about our Constitution and other forms of laws will be able to know what their elected officials measure up to. This will both take care of Constitutional illiteracy, and ensure we have an educated voter bloc.
This program has many problems, I admit…but hey, I can dream, right?

I suppose this is one way to get around this ancient problem. I'd rather the majority was more capable of being thinking persons, even assumed to be capable of it, than to disband their participation without some other cause.
Tests were used to disenfranchise voters in the past and it is wrong. Even those who are uneducated deserve representation.
Besides, how can the government demand you pass a test to vote? If you are unable to pass the test it is because the government run school system failed you. Would not that be a great conflict of interest?
Only if through educated voters the dominant type of education available remained as a government run school.
Generally economists favor some level of school choice, effectively shattering the current distinctions between public and private school funding. I would imagine educated voters would share something like enthusiasm for this given the relative correlation between economics and education for shaping views.
I'd agree that a test is probably not that great an idea. But there is already a monopoly in place on education. And it doesn't appear to be going anywhere with voters that were trained by it already. I would call that a conflict of interest.

To answer your question;
Any Law abiding legal adult citizen of this country.
That is the law as it stands right now and I do not see any reason to change it.

I wish it could be required to take and pass a civics test to be allowed to vote. There are plenty of people voting who don't even know the basic structure of our government. That's another debate in of itself, but living in a democratic society means every citizen has the right to vote. Some, if not many probably don't deserve the right, but that's the beauty of our constitution.
Lot's of people shouldn't have the right to free speech, but that's why I have the right to change the channel!
I would have to say that I agree with the idea of having to take and pass a basic civics test to be eligible to vote.
If a person wants to vote bad enough, he or she would take the time to study this stuff and figure out how their government works.
Personally, the ignorance of the people is a detremint to the system. Looks at all the idiots they keep electing!
Any person can learn. If they don't learn enough basic stuff about our government to pass, then too bad for them. They can try next year. There is no excuse for ignorance.

I think that anybody should be allowed to vote even if they have been to prison or any other correctional facility and even if you are not a citizen if you are at least a resident of the ”U.S” then you should be allowed to vote
