I'm going to go with the Kurdish minorities. I don't know though, it is all going to fall apart once the troops leave anyway.
Why do you keep saying that? It's barely being held-together now. They have to learn on their own how to handle these type of situations.
To answer the question as asked . . . The Iraqis will be in charge of Iraq.
