Natural disasters are a natural part of life.
From what I have read and heard from religious scholars, God does not interfere with the natural course of life.
Or something like that.

As an Atheist i would question there even being a God rather than there being one who allows disasters to happen.
Well there may be no certain conclusion to this topic, but in my opinion He is testing our faith
Wouldn't there need to be a god before he could allow something?
God allows disasters and for that matter life unfold as it does so that there maybe opportunity:
1. for people to turn to him
2. for people to act in morally right ways when faced with situations presented in disasters
The second point being of interest here. As a victim to live life up to that point with gratitude and morally right acts so that you have no misgivings should you loose your life. Should you survive that you will be the recipient of compassionate acts by another. As a helper so that you may show compassion in helping those in need.
This all makes sense when we understand the message that is not hidden at all in the Bible but repeated over and over again and the focus of the message. That this life is transient and eternal life with God is the goal.
If there were no natural disasters and life were perfect then people would not realize how great and powerful God is and without him we will all be in the hands of Satan and we would be in worse diasters, because he is the one that causes natural disasters God just allows it. I agree with akuila.
No. It is not God's will, but rather a result of man's failure in an originally perfect world.
