Yes. Sooner or later. That's always the tactic corporations use to survive. You blame it on the CEO, then fire him, get a better one and make it seem like they got rid of the bad guy. This guy seems to be putting up a big fight though so we shall see.
I don't believe so. He managed to take Obama's criticism of him and BP, and make it appear like the US was scapegoating the British. This got the UK riled up and Obama anxious to make a deal, and BP stocks shot back up after the $20 billion figure deal was reached. He'll likely stick around because from the perspective of BP investors, he's actually handled this quite well.

I guess it's all about who puts up a bigger fight huh?
Yeah and also the fact is 20 billion is still nothing to BP. After all of this they still will be financially sound, since when it comes down to everything, money is the true story, not the environment.
The news out today is that he is returning to the UK and leaving someone else in charge of the cleanup. Her has done his job and taken the brunt of the USA ire for the spill. That is why they pay him the big bucks. He will most likely announce his retirement sometime soon.
However, the fact remains that the real cause behind the spill is that the American EPA actually forced BP to drill at a depth that no one has ever drilled before and that the MMS licensed that company and its inadequate equipment for that operation, and then failed to monitor and address the very real and dangerous problems BP began experiencing during that operation even when the BP engineers asked for assistance. In the end, to save face, Hayward will be the goat and those actually responsible will get away with it. Politics stink.
