Depends on how harshly you want to judge democratic processes. Lebanon for example has a democratically elected Parliament and has been invaded by Israel several times.
Technically speaking, Hitler was a democratically selected ruler (to invoke Godwin).
As the number of democratic nations increases without war diminishing, the likelihood of this is continuously increasing. In other words, yes.
