Probably. They haven't used actually carried out any executions and it costs a lot more. Because of additional burdens of proof and lines of resistance and evidence provided to defend often poor people at the expense of the state. Especially if you don't actually use the thing, it's pretty useless to spend two or three times as much to end up with the same results (life in prison without parole).
All I would accomplish by stating my opinion on this subject is to anger every bleeding heart liberal who hangs out on this blog.
So I won't state what I think on this subject.

It doesn't matter what your opinion is. Kansas doesn't use it, so why should they charge their taxpayers for it?
