I believe it will because the entire state is dominated by the coal industry. However, there are not many options to this problem, especially now that the Cap and Trade Bill was passed.
Honestly, shouldn't they begin changing their industry over to something more sustainable at this point anyway? Coal and oil fired plants are one of the worst pollutant in the world. If you are truly worried about the environment or the so called worrying pollution level on Earth, coal/oil burning power plants and manufacturing facilities are your number 1 concerns….

I looked up W. Virginia on wikipedia, and according to that….. nothing.

as a West Virginian, i will tell you there is more to WV than our col and gas. Our coal industry wouldn't be so profitable if the rest of the country didn't use it. Would it cause a shift in our state yes but would it hurt us?, not so much not anymore than any other state, as WV tends to be a retirement state anyhow. And with the economy the way it is now across the country i find it very pleasant that WV is one of the few states that could be totally self sufficient.
Actually, on the Internet today, Wikipedia is very reliable. It is one of the most moderated sites out there. They have so many volunteers that when you change anything on a page, they will immediately change it back within less than an hour. They also lock pages so you can't change it at all. It's a very efficient system, and it's very reliable.
Doctors even use it.
I'm pretty sure, at the very least, I can trust wikipedia to list West Virginia's natural resources. I'm not asking the site for explanations on quantum mathematics…..
So the question to you is: what industry does W Virginia have that can take up the slack for the diminishment of the coal industry.
Also, how would W. Virginia be totally self sufficient? If the coal industry is diminished or capped compeletely can W. Virginia make enough electrical power for itself to be sufficient? An energy analysis report states that the only US state that could be self sufficient electrically is Texas because they creat more electricity than they use.
Does W. Virginia raise or import enough food to be self sufficient? Can the highway department upkeep roads and bridges without externel help? What is your definition of self-sufficient, because I think you'll find W. Virginia relies on it's neighbor states as much as anyone else does.
