Hate to say it, but that will never happen. Reference the basic human condition of a few wanting to control the many. Life has been that way long before we came out of the caves.
Eventually there will be a solitary form of planetary governance. Your guess is as good as mine as to what form it will be in.
Science fiction writers have been trying to predict it since as far back as the early 20th century.
Star Trek seems to be the most far-fetched as far as planetary governing is concerned with Roddenberry's pipe dream of all men working just for the good of all mankind and shunning profits and monetary gains for their work.
Just my not-so-humble opinion. B)
I'm aware that it won't happen. This topic however was so vague and pointless that it was amusing to inject my own interpretation of what it would mean.
I don't think so. It will bring control to all.
If it looks anarcho-capitalist, I'd be okay with open borders and people selecting local customs and standards that they find agreeable.
I'm assuming this is something other than my ideal "no-nations" situation with very limited and mostly local or united forms of governance used merely to guarantee human rights.
Everyone wants power and control, its human nature.
Actually, it will happen sooner or later. All countries will one day get together and come up with some set of rules or have their own constitution. This will eliminate all physical wars between us. Look at the history of the United States. The Articles of Confederation didn't fly, so will this first "test alliance".
You're a realist right?
Among other things. I'm not sure this means anything to us other than as a thought experiment for the extremely distant future. Regional alliances make more sense for the time being and might actually be worth consideration. Global cooperation and governance or the application of international laws are often totally unrealistic: see climate change treaties or the ICC.
I also don't think it will eliminate wars.
I would say it's one of our easier natures to repress or to only exert it in "positive" ways. You'd have a harder time trying to remain celibate than trying to remain outside of a position of dominance and power. There's also different forms of "power" or "control" that don't involve officially codifying rules for ALL to follow.
